Joel E. Pagel, Ph.D.
Joel E. (jeep) Pagel, (Ph.D.) is a raptor ecologist who has served as the Principle Investigator on research and management of peregrine falcons for a federal agency in the Pacific Northwest since 1983. He has specialized in developing field techniques to improve nesting success through habitat protection and nest site enhancement, and expedient nest entry techniques. He earned a bachelors of science degree in wildlife management at the University of Wisconsin-Stevens Point, and a Ph.D. studying Endangered Species Recovery at the University of California, Davis. Dr. Pagel has entered over 160 different peregrine falcon nest sites during his career, and has made almost 900 separate entries into active nest sites to collect eggshell and prey samples, band nestlings, and enhance nesting substrate. During his Federal career, he developed considerable experience establishing and implementing field observation practices and concurrent wildlife policy for threatened and endangered species. He has been one of the few federal biologists responsible for recommending regional and national land management policy on peregrine falcons to maintain consistency with current science and law. During his spare time, Dr. Pagel also serves as a trainer for mentoring peregrine falcon monitoring staff in the Pacific Northwest.
Highlights of Jeep Pagel's experience and expertise follow:
- Leadership as principle investigator and supervision of biologists on a 23 year study of peregrine falcons in the US Pacific Northwest.
- Rogue River National Forest Wildlife Biology Program Manager.
- Rogue River National Forest Threatened and Endangered Species Biologist.
- Region 6 (Oregon and Washington) Peregrine Falcon Specialist, US Forest Service.
- 6 month temporary assignment as the Assistant Threatened, Endangered and Sensitive Species Program Manager, US Forest Service National (Washington) Office.
- Published in the peer reviewed literature on peregrine falcons, endangered species recovery, ecological risk assessment, and science based advocacy.
- Presented numerous technical papers at professional meetings (Conservation Biology, Raptor Research, Wildlife Society), and served as plenary/keynote speaker at topical conferences (Risk Assessment, Endangered Species).
- Co-director and founder of the Conservation Biology and Restoration Ecology continuing education course for the US Forest Service.
- 1998 recipient of US Forest Service Pacific Northwest Region Threatened and Endangered Species Biologist award.
- Member, Pacific Northwest Peregrine Falcon Working Group.
