802.620 OFF-SCALE ADVANCEMENTS
A. DEFINITIONS
Off-Scale Salary: A salary for an appointee at a certain rank and step which is not associated with the given rank and step in the published salary scales for the relevant title series and is not above the highest published salary for that series. (Refer to CAPM 804.620 and APM 620.)
Greater Than Normal Advancement: Actions resulting in salary increases of more than one step equivalent, e.g., advancement from Step 2 to Step 3 off-scale.
B. OFF-SCALE ADVANCEMENTS AND ELIGIBILITY FOR REVIEW
- When an appointee has been on-scale at a particular step and is then recommended and advanced to the same step but off-scale, the count of the years at that step continues normally, as the step itself has not changed. This advancement is not considered a merit increase, but a salary increase (i.e.: Assistant Professor Step 5 to Assistant Professor Step 5 off-scale; Associate Professor Step 4 to Associate Professor Step 4 off-scale; Professor Step 5 to Professor Step 5 off-scale; Professor Step 9 to Professor Step 9 off-scale).
- When an appointee has been on-scale at a particular step and is then advanced to the next higher step at an off-scale salary rate, counting of the years at step begins anew, as the step has changed. Such advancement is greater than normal (example: Professor Step 2 to Professor Step 3 off-scale).
- When an appointee has been off-scale at a particular step and is then advanced to a higher step at an off-scale salary rate, counting of the years at step begins anew, as the step has changed. Such advancement is normal (example: Professor Step 2 off-scale to Professor Step 3 off-scale). If, however, the off-scale salary amount is increased, the advancement is greater than normal (example: Professor Step 2 off-scale to Professor Step 3 further off-scale).
- When an appointee is advanced more than one step at an off-scale salary rate, counting of the years at step begins anew, as the step has changed. Such advancements are accelerated (examples: Professor Step 2 off-scale to Step 4; Professor Step 2 to Step 4 off-scale; Professor Step 2 off-scale to Step 4 off-scale).
- When an appointee undergoes a review for a merit increase or promotion and the proposed advancement is denied and a salary increase resulting in an off-scale salary is granted instead, the faculty member will not be placed on the CALL again until another interval of the standard years at step has been served (example: Professor Step 5 to Professor Step 5 off-scale instead of advancement to Professor Step 6). Such an action is not considered greater than normal.
