A. APPOINTMENT OF COLLEGE PROVOSTS
The Vice Provost and Dean of Undergraduate Education (VPDUE) is delegated authority for the appointment of college provosts with salaries below the Regental compensation threshold as published in the academic salary scales. (For the associate dean of Social Sciences who fills the role of college provost for Colleges Nine and Ten, the Dean of Social Sciences plays the role of the VPDUE.)
A college provost shall be a member of the Academic Senate who holds tenure or security of employment.
College provosts are normally appointed for a three-year term. The college provost may be reappointed to subsequent term(s) pending a favorable performance review (see CAPM 310.240 for review procedures).
College provosts serve at the discretion of the VPDUE. Upon recommendation of the VPDUE, the campus provost/executive vice chancellor may end the appointment at any time after consultation with the chair of the Academic Senate, and any appropriate dean(s).
B. PROCEDURE TO APPOINT A COLLEGE PROVOST
1. The VPDUE, with input from any appropriate dean, shall determine the desired qualifications, develop a description of the duties of the college provost (consistent with CAPM 308.240), and determine whether an internal or external search is conducted.
2. A search committee shall be appointed by the VPDUE after consultation with the Academic Senate.
3. The search shall be conducted in accordance with campus procedures. Equal employment opportunity/affirmative action documentation shall be completed by the search committee and reviewed by the VPDUE before submission to the Academic Personnel Office.
4. The search committee shall seek recommendations and advice from the Senate
members of the college, the appropriate divisional dean(s), and the college
administrative officer (CAO). The committee may seek advice of others as appropriate
(college and/or divisional staff, students, and other stakeholders).
5. The search committee shall submit its confidential report to the VPDUE who selects the final candidate.
6. The VPDUE has the authority to appoint a college provost upon the recommendation
of the search committee. The Academic Personnel Office shall prepare the necessary
appointment documents and notify the appropriate division of any payroll actions
necessary.
C. COMPENSATION OF COLLEGE PROVOSTS
A college provost is normally appointed for a three-year period and receives an administrative stipend.
1. Appointment A college provost is appointed as 50% College Provost (title code 1060) on a fiscal-year basis and 50% Professor (or Lecturer with Security of Employment) on an academic-year basis. The 50% College Provost appointment accrues vacation at a proportionate rate consistent with academic personnel policy for fiscal year appointees (see APM 730 ).
2. Stipends College provost stipends are paid in equal installments on a fiscal-year basis (7/1 through 6/30), using title code 1099, and description of service code STP. These stipend payments are subject to any academic range adjustment approved by The Regents.
The following campus stipend levels are based on the academic college and other funds under the control of the college provost, and are set by the Campus Provost in accordance with University guidelines established by the Office of the President.
See applicable salary scale for college provosts (page 48)
3. Course Relief College provosts will have a reduced teaching assignment to allow them to fulfill provostial duties. Normally this will be relief of half the departmental teaching load. In addition to departmental teaching, a provost may teach in the college. The distribution of teaching between the provost's college and division will be determined by agreement of the divisional dean and the VPDUE in consultation with the department chair.
4. Additional Sabbatical Credit
Upon completion of three consecutive years of uninterrupted service as college provost, a total of three additional sabbatical credits will be awarded. Thereafter, upon completion of each additional consecutive year of uninterrupted service, one additional sabbatical credit will be awarded. A maximum of nine additional sabbatical credits for service as college provost may be accrued.
Sabbatical leave for a college provost requires the approval of the VPDUE as well as the department chair and the division dean. Requests for sabbatical leave should conform to the division's curriculum and leave request deadlines. However, in practice, granting sabbatical leave to a college provost during the period of provostial service is usually not in the institution's best interest.
5. College House
Most of the colleges provide a residence on the college grounds for the use of the college provost. It is expected that the provost will live in the college house. In colleges where a college house is not provided, the college provost will receive a housing differential of $700 per month on a fiscal-year basis. If a provost elects not to live in the college house, no housing salary differential will be provided. If the college provost decides not to reside in the college house, joint discussions of the VPDUE, the college provost, and the CAO, who will represent both the college and University Housing Services, will determine the alternative use of the college house and its funding.
Whether the provost is a resident or not, the house should be used reasonably for social events of importance to the college and the campus; the entertainment of students and parents; gatherings of faculty; recruitment of students during campus open house events; college related development events such as the entertainment of potential donors and friends of the campus from the community; and similar events.
College provosts living in the college house will be required to sign a housing contract.
D. APPOINTMENT OF ACTING COLLEGE PROVOSTS
The VPDUE is delegated the authority to appoint acting college provosts at salary rates below the Regental compensation threshold (refer to academic salary scales for current thresholds).
An acting college provost shall be a member of the Academic Senate with tenure
or security of employment. Appointments shall be for a definite period, normally
one year or less, and may be extended. Normal search requirements may be waived
due to the temporary nature of acting college provost appointments.
