304.240 GUIDELINES FOR REVIEW OF ACADEMIC DEANS

The dean of each division is appointed by the chancellor upon recommendation of the executive vice chancellor or by the president upon recommendation of the chancellor and executive vice chancellor. Deans serve at the discretion of the chancellor and executive vice chancellor. Deans will be reviewed periodically, normally in the fourth year but no later than the beginning of the fifth year of their service, and every subsequent fifth year. Earlier reviews may be conducted at the discretion of the executive vice chancellor or chancellor.

The review shall be conducted within the general guidelines established in APM 240. A confidential faculty committee appointed by the executive vice chancellor, in consultation with the Senate Committee on Committees, will conduct the review.

The dean is encouraged to submit a statement of accomplishments and unfulfilled goals to the executive vice chancellor. This statement will be made available to the review committee. Further information from the dean may be solicited by the review committee through the executive vice chancellor.

To accomplish its task, the committee, via the executive vice chancellor, consults with individuals, groups, or agencies who may provide information on the leadership of the dean. Evaluations must be solicited from students and staff, as well as faculty. Written records of any oral communications must be kept by committee members and included in the evidence provided with the final report.

The review committee submits a confidential written report to the executive vice chancellor following its review. All written evaluations submitted to the committee shall also be submitted to the executive vice chancellor.

Within thirty days after receipt of the report, the executive vice chancellor will meet with the dean to review the report. The dean will be given a redacted copy of the report and he/she may request a summary of the confidential material.

The dean has ten days in which to respond to the review report; and, if a confidential summary is requested, ten days from the receipt of the summary. Any response will become part of the review record.

INCLUSION OF DECANAL SERVICE EVIDENCE IN PROFESSORIAL REVIEWS

While Dean:

If there is a coincident professorial review at the time of the decanal review, wherein the executive vice chancellor acts as "dean," the dean may specify that a copy of the decanal review report, and any written responses from the dean to the review record be added to the file by the Academic Personnel Office. After inclusion of the executive vice chancellor’s recommendation, the file will be reviewed by the Committee on Academic Personnel and go to the chancellor for final decision.

If there is no coincident professorial review at the time of the decanal review, the executive vice chancellor will write a statement, putting the review in context and offering his/her own assessment. The dean shall be given a copy of the executive vice chancellor’s assessment and will have ten days in which to respond. At the time the dean responds, he/she shall specify whether the decanal review report, the executive vice chancellor’s statement, and any written responses from the dean will be added to his/her next professorial review file.

If the next professorial review occurs during decanal service and the dean has so specified, the decanal review materials will be added to the file by the Academic Personnel Office prior to review by the executive vice chancellor as "dean." After inclusion of the executive vice chancellor’s recommendation, the file will be reviewed by the Committee on Academic Personnel and go to the chancellor for final decision.

After Conclusion of Decanal Service:

In the first review of professorial service following conclusion of decanal service, if:

(a) the decanal review materials are included and the incumbent executive vice chancellor previously participated as evaluator of decanal service, the chancellor is deciding authority.

(b) the decanal review materials are not included, the review will follow the normal professorial review path appropriate to the action, with either executive vice chancellor or chancellor as deciding authority.
