Implementation Plan 2007-08 Academic Salary Scales

 

Professorial Salary Scales

At its September 2007, meeting, the UC Board of Regents approved a four-year plan for faculty salary increases. In this plan, three aspects of faculty salary increases will be implemented in this year:

The regular merit advancement process

A Cost of Living Adjustment (COLA) of approximately 2.5%

A Market Adjustment to most salary scales

 

The Market Adjustment to the base salary scales is a new feature designed to raise the faculty salary scales to market competitiveness and to restore the integrity of the rank and step system of faculty advancement. However, this adjustment will only apply to those faculty whose COLA-adjusted salary falls below the new base salary scales. Faculty with existing off-scale salaries will not receive a Market Adjustment if the application of the 2.5% COLA leaves their salaries above the new adjusted scale values. Economics Faculty

Faculty appointed in the Economics Department will move to the new usiness/Economics/Engineering scale.

Above-Scale Faculty

Above-scale faculty salaries will be adjusted by 3.6% (COLA + Market Adjustment). If the adjusted salary is less than the salaries listed below, the adjusted salary will be increased to equal the following:

Academic Year, Regular Scale: $153,500

Fiscal year, Regular Scale: $178,000

Academic Year, Business/Engineering/Economics Scale: $168,200

Discontinued Salary Scales

The Acting Assistant Professor salary scales have been eliminated. The Faculty Ladder Ranks Scales should be used for setting salaries for Acting Assistant Professors.

Faculty Recruitment Allowance Maximum

The maximum is increased to $58,000.

Other Academic Salary Scales

The salary scales for the following titles have been adjusted to reflect a 3.2% range adjustment, consisting of a combination of a 2.5% COLA and a 0.7% Market Adjustment:

Supervisor of Physical Education, Academic Year

Lecturer and Senior Lecturer with Security of Employment-100%

Lecturer and Senior lecturer with Potential Security of Employment-100%

Specialist Series, Fiscal Year

Librarian Series, Fiscal Year

Hourly Intermittent Librarian, Fiscal Year

Continuing Educator, Fiscal Year

Academic Coordinator, Fiscal Year and Academic Year

Project (e.g., Scientist) Series, Fiscal Year

Project (e.g., Scientist) Series, Business/Economics/Engineering, Fiscal Year

Academic Standard Table of Pay Rates

Department Chair and College Provost Stipends

Annual stipends are adjusted by 2.5% COLA.

Recall Appointments

No automatic adjustments will be made to Recall appointments since rates are individually negotiated. However, Research Professors appointed at a percent time may be adjusted to new COLA plus Market Adjustment, if funding permits.

Visiting Appointments

Per APM policy, visiting appointments are not subject to range adjustments.

Professional Research Series

The salary tables for this series mirrors the faculty scales; however, because a large number of Professional Researchers are on soft money, a "salary range" has been established for this series, with a phased-in implementation plan as follows:

Effective October 1, 2007: 2.5% COLA applied to all Professional Research salaries.

Between October 1, 2007 and September 30, 2008: PIs have the option to designate a new salary that falls within the new salary range at anytime during the year. This will be accomplished through each division, and each division will set their own procedures.

Effective October 1, 2008: All Professional Research salaries will be increased to the 10/1/07 Market Adjusted Rate + the 2008 COLA (anticipated to be at least 2.5%).

Effective October 1, 2009: All Professional Research salaries will be increased to the 2008 Market Adjusted rate + the 2009 COLA (anticipated at 4.5%)

In effect, this postpones the 2007 and 2008 market adjustment increases for the Professional Researchers for one year each, thereby allowing the PI's additional time to adjust their research budgets, while also giving the PI the option of raising the salary earlier if funding allows. It is expected that as of October 1, 2009, the range will be removed and all Professional Researchers will be at the new rate.

Professional Researchers in Economics will now be paid on the Professional Research Series - Business/Economics/Engineering scale.

Postdoctoral Scholars (3252, 3253, 3254)

On the Santa Cruz campus, the postdoctoral scholar scale is based on the Academic Standard Table of Pay Rates. The minimum salary for postdocs will be adjusted to $33,828, which includes the 2.5% COLA, plus a small adjustment to match the Standard Table of Pay Rates. All those appointed as postdoctoral scholars (employees, fellows and paid directs) can be paid no less than this minimum rate. Only those appointed as Postdoctoral Scholars - Employees will receive further COLA adjustments. Fellows and Paid Directs may be adjusted to the COLA amount if the funding source permits.

Post-graduate Researchers

The minimum salary is $33,828, the same minimum salary established for Postdoctoral Scholars. The other steps of the scale are increased by 3.2%, reflecting the 2.5% COLA plus the 0.7% Market Adjustment.

Unit 18 Titles

In accordance with the agreement between the AFT and the University of California , the salary scales are adjusted to reflect increment minimum increases of 3%.

In addition, the increments on the Unit 18 Academic Standard Table of Pay Rates have been standardized to 2.5% resulting in a salary increase of more than 3% for most increments. The new minimum salary is $42,074 for pre-6 year Lecturers and $47,603 for Continuing Lecturers.

Librarians

In accordance with the AFT and the University of California , the salary scales are adjusted to reflect a 3.2% increase, consisting of a combination of a 2.5% COLA and 0.7% Market Adjustment.

Assistant University Librarian and the Associate University Librarian

The salary ranges are adjusted to match the salary ranges of the UCOP Management and Senior Professionals (MSP) levels IV and V, respectively. Salaries of Assistant University Librarians and Associate University Librarians that were within the new ranges should be increased by 3.2% reflecting the 2.5% COLA plus 0.7% Market Adjustment.

Academic Student Employees (Teaching Assistants, Teaching Fellows, Associate Ins)

In accordance with the agreement between the UAW and the University of California , the salary scales are adjusted to reflect a 5% increase.

Other Student and Non-Student Titles (Readers, Remedial Tutors, Tutors, Course Assistants, Graduate Student Researchers)

The salary scales are adjusted by a 5% increase, the same percentage increase applied to the ASE salary scales.

Application of COLA

For all title series paid off of or connected to the professorial salary scales, the COLA will be applied to the total salary (on-scale and off-scale amount). This applies to the following title series: Professor, Astronomer, Adjunct Professor, Faculty Researcher, and Professional Researcher. Application of the COLA to the total salary will remain in effect for the four-year duration of the system-wide faculty salary increase plan.
